      On 2016-04-15 21:11, Paul Eggert sent patches
    with a change in the RussiaAsia rules for 1992.

    For consistency with this change, the line
        3:00   RussiaAsia   AZ%sT   1992 Sep lastSat 23:00
    in the Zone Asia/Baku should probably be replaced by
        3:00   RussiaAsia   AZ%sT   1992 Sep lastSun 2:00s
    This would only affect the instant of a change in acronym
    for Asia/Baku, so it is really not urgent.
