A local newspaper article this past Wednesday here in Amman listed Jordan's policy regarding daylight saving as follows:
DST starts at midnight on the last Thursday in March (i.e. midnight wed/thu) DST ends at 1:00 am on the last Friday in October
This first went into effect in 2006 (see Sept 2006 messages from Steffen Thorsen and myself in TZ mailing list archive)
Please note that TZ's current settings need to be updated for DST end.
Is a change really needed here? Here is the current tz end rule: # Rule NAME FROM TO TYPE IN ON AT SAVE LETTER/S Rule Jordan 2006 max - Oct lastFri 0:00s 0 - This says that DST ends the last Friday in October at 00:00 standard time, which is equivalent to 01:00 local time. So it appears that the current tz database entry already agrees with that newspaper article.
