This would actually be my favourite option. The absence of these strings would make the offsets unambiguous and remove confusing naming collisions. It would also be in line with the strings have have been removed from the tzdb already -- the ones that were made up by the tzdb and not in widespread use. I think it's too early to say / predict what strings will be in use if or when this legislation passes.
