My Australian office tells me that it now looks like South Australia, NSW, ACT, Victoria, and Tasmania DST changes will occur the first Sunday in April 2008 - instead of the first Sunday in October 2007. All changes are permanent except for South Australia, which will undergo a 'trial' change.
Yes, that matches my understanding as well. Here are some changes that I plan to put into my next proposed set. These aren't "official" yet (as if anything in tz were "official" :-) but should give you a heads-up.
