The comment says that Simferopol uses Moscow time since 1994 May, but the Zone line "3:00 E-Eur MSK/MSD 1996 Mar 31 0:00s" contradicts it (Moscow had other switching times between summer and winter times). Which is correct?
Thanks, this appears to be a transcription error. The rules should say C-Eur instead of E-Eur. Fixed in the attached patches.
• It is not clear what "IATA SSIM (1994/1997)" actually says. They probably do not specify the switching times expressed with the Zone line "3:00 E-Eur MSK/MSD 1996 Mar 31 0:00s" or do they?
IATA uses its own format. I do not have access to their data; instead, I formerly got summaries of their changes from the late Gwillim Law. You can see how I incorporated those changes by looking at these old emails: https://mm.icann.org/pipermail/tz/1996-November/009710.html https://mm.icann.org/pipermail/tz/1998-September/010276.html https://mm.icann.org/pipermail/tz/2000-July/010990.html and you can see an example of an email from Gwillim Law here: https://mm.icann.org/pipermail/tz/1997-March/009863.html
• The Zone line "3:00 Russia MSK/MSD 1997" is redundant.
Thanks. Proposed patches attached and installed into the development repository.
