When everybody in Australia comes to an agreement on what those abbreviations should be, let us know.
What a BS. Distinguishing between /different/ offsets within one country can be done by different sets of abbreviations. If there is forever one Australian X that uses one set and one Australian Y that uses another, then your "requirement" would lead to never have one set provided by the IANA tzdb.
