[tz] Request

I'm proposing to add UTC/GMT+8:15? We do have an 8:30 and 8:45 zone. Why not 8:15? Plus,the GMT+8:15 if ever will be named as Anywhere on Southeast Asia Time (ASAT) (Asia/Southeast) a very usable time zone in southeast asian countries specially in zone 7 and 8.
