Hi Paul,
The Theory file talks about this. It says that names normally have the form AREA/LOCATION. Older names lack a "/", but the newer names all have at least one "/", and they're all based on a specific location.
I'm not sure which is the theory file, I'm looking at contents of tzdata2006k.tar.gz. In theory though, all old names are specified in backward file, and can be omitted without loss? Srdjan
