We also tried to get hold of someone translates the document: http://www.cabinet.gov.bd/file_upload/news_events/en_169.pdf but the pdf file appears to have been generated in a machine without Bengali fonts installed. So, the pdf file has some weird characters which no one could understand. ...the PDF file in question uses (but does not imbed) the "SutonnyMJ" font; downloading and installing the font (hint: "sutonnymf ttf download") allows the document to be viewed in Bengali.

DST will actually start at 22:59. And, newspaper below suggests that clock went back one hour at 11:59:00PM on 12-31-2009.
