   I've dig up some informations about timezones in the French Southern 
   Territories.

Thanks for those changes.  I made minor changes to the comments and
have the following proposed patch.  This patch also has a 30-minute
correction for Northern Territory clocks between 1899 and 1917, and
fixes a misspelling in localtime.c.
