export TZ=UTC has always worked. With regards to GMT != UTC I think we have the situation globally that legal time is based on astronomical time but we all set our clocks by atomic time. So Europe/London is in theory GMT in the winter and GMT+1 = British Summer Time in the summer but we set our clocks to UTC in the winter and UTC+1 in the summer and no-one cares about the difference until we have to implement a leap second. My answer to that question is based on personal experience. My GPS has a World Clock application and the zone selector is geographically based, just like tzselect. I followed the menus straight to London. As with tzselect, no choice for UTC was offered. I had to settle for Reykjavik.
That would be because the London time zone is not the same as UTC, though Reykjavik is.
Regarding personal experience using GPS handhelds and GPS-enabled cameras etc: I've long ago accepted that you just shrug and select Reykjavik if you want to have UTC. Even if these devices (the small selection I happen to use) *did* offer UTC directly, I wouldn't expect to find it listed next to London.
