I would like to inform you that your database contains incorrect information about the time observed by the Baltic states Estonia and Latvia. According to your database, we are observing standard time, but actually we are observing daylight saving time currently, so our time is 3 hours in advance w.r.t UTC.

Thanks for your bug report. That problem was corrected in the latest version of the tz database, which you can get from <ftp://elsie.nci.nih.gov/pub/tzcode2003a.tar.gz>.
