There isn't any specific ETA for 2024c as this particular problem is not a serious one. As 2024b was released primarily for compatibility testing and doesn't have any urgent timestamp-related updates, if you can't use 2024b just stick with 2024a. There has been some work to fix what I think is your parser's issue. See: https://github.com/HowardHinnant/date/issues/836 which suggests some parser-specific workarounds. Although there is no ETA for fixing the parser, the workarounds should suffice.
