Yeah. Nevermind the subzone brainfart. But I stand by something like "Utopia" over "Test". Consumers like Paul at Dell and others who are on this list and presumably actually test tzdata can easily filter Utopia if they like. More casual consumers who don't know or care about this list are more likely to "inadvertently test" something like Utopia rather than Test. And if it breaks for them, it'll be obvious to them. If it doesn't break (Great!), their consumers are unlikely to complain too loudly about something as harmless as a couple of fictional places in their timezone GUI.
