as of now, State Duma web site shows that current Bill 509727-5 has pass on first reading (on April 19, 2011) and amendments to the bill will be accepted within fifteen days ... (However there are lots of holidays in Russia between May 1 and today- May 9- Victory Day) State Duma will finalize the bill after amendments for approval on second reading.
