Deborah, there are no specific for each current time zones of Russia regards changes or move to new time zones. However it seems that Russia will keep current DST permanently and all current time zones could be changed in database (without DST). I am traveling right now to Russia. Bill itself does not mentioned anything about daylight saving time, however Article 10 repealed the law «On regulation of calculating time on the territory of the Russian Federation" from October 23, 1991 № 1790-I, which defines introduction of Daylight Saving Time (Summer Time) in Russia.
