Perhaps a clarification is in order here. RFC 6557 (BCP 175) is the governing document that defines roles and responsibilities for this project and, in short, your email suggests IANA is delinquent in performing in a role it does not have. "Updates to the TZ database are made by the TZ Coordinator in consultation with the TZ mailing list. The TZ Coordinator is empowered to decide, as the designated expert, appropriate changes, but SHOULD take into account views expressed on the mailing list." Our defined role is essentially to host this project and to ensure the infrastructure is in place such that it endures beyond any individual contributor or TZ Coordinator. The TZ Coordinators are designated by the Internet Engineering Steering Group, which also manages the appeals process described in the document. kim
