Here are proposed changes to southamerica and zone.tab to reflect changes in DST handling in Argentina. These are based on Mariano Absatz's patch; I've added a credit for Mariano, anchored the URLs, and preserved the ordering of zones in the southamerica file (to minimize differences with the current version). (In the future, we may want to revisit Argentina to remove now-superfluous comments and reorder the zones.)
If no one finds problems, these changes will show up in the ftp versions on 2008-10-27.
