It's just a code. Same kind of apparently stupid things get added to database all the time, like this: SX +180305-0630250 America/Lower_Princes .. Where Lower Princes is more like a suburb of Sint Maarten capital city, Philipsburg, and should not have been used even as a code. Any reasonable user interface should use something else.
