It does affect v2 tzfiles, as generated by the zic in tzcode2011i, which don't suffer the 32-bit limitations of v1. Specifically they differ in seven bytes, three of transition time and four of offset. You'd only get identical generated files if you used a 32-bit-limited version of zic. But the change is certainly of very little consequence. -zefram
