As a temporary workaround, tzdb 2018e should work fine for Brazil (though 2018e is missing some updates for other locations that you probably don't care about). The underlying problem is that the Oracle tool doesn't grok timestamps like "25:00" in zic input files. We're looking into ways of fixing this in a better way for the next release.
