I think this: http://windows.microsoft.com/ counts as "a modern OS that has enough user interface to need to present time to people", but, whilst there *are* people from Microsoft on this list, that OS doesn't, as far as I know, use the Olson database. I don't think this: http://www.windowsphone.com/ uses it, either.
