I though that was already done by NATO long ago (but apparently now abolished in favour of using Zulu/UTC everywhere): Y = UTC-01:00 YZ = UTC-00:30 Z = UTC ZA = UTC+00:30 A = UTC+01:00 AB = UTC+01:30 B = UTC+02:00 ... or so.
