Let's not do that. People who use Europe/Stockholm can continue to use the name, just as people who use America/Fort_Wayne and Asia/Chongqing can still use those names even though their Zones were removed years ago. We can treat Stockholm the same way we successfully treated Fort Wayne and Chongqing.
