[tz] Typo in a 1900 date of europe tz file

Hello, I was just reading the europe tz file and found a typo. The comment in the file gives the date 26/6/1900 but in fact it was July (7) not June (6). In the same text there is a reference to the official document of 26/7/1900. Attached you will find the patch.
