Looks like Apple hasn't caught up with this. I'm running OS X Mavericks with the latest updates, and it has Jordan at UTC+3. I'm sure Apple will release an update soon. Until then you could change your time zone to for instance Istanbul. NTP uses UTC, not local time, so the problem most likely is in the settings of your NTP clients. Either they're not configured to use tzdata's Jordan time (TZ='Asia/Amman', in TZ lingo), or they're using an older version of the tz data.
