I don't see how this change would help. It wouldn't shorten the existing data entries or make them easier to maintain, and it'd raise the probability of uncaught typos.
Consistency/orthogonality, so you have a default, and do not have to check whether there are rules, or does zic disallow %s without a rule named, and should whatever is dis-/allowed be added to the docs? -- Take care.
