I drafted the attached that does something along those lines. It deliberately sticks to the Uzhhorod/Uzhgorod example instead of better-known disputes like Kyiv/Kiev, Beijing/Shanghai, and San Francisco/Los Angeles (don't get me started!), to try to lessen the number of readers that might be offended. It also mentions using a map, which is out of our scope and also can rile users (ask Microsoft about the India-Pakistan border...) but we might as well mention geolocation while we're in the neighborhood, so to speak.
