China is a one-of-a-kind case? It's a pretty big case! But it's not the only case, I'm afraid. Major disputes often bleed over into minor disputes about clocks. For example, in the West Bank I expect that while most inhabitants prefer Palestinian DST rules, some prefer Israeli.
