I am worried that a significant number of implementations may keel over if handed negative offsets. I'm not quite sure what the motivation for such a potentially destabilizing change its. If the only purpose is to call one of the two times "Irish Standard Time" and the other "GMT", then that seems a simple matter of changing the naming, not other changes to the data. If I'm reading correctly, I think the point is that these suffixes, while meaningful in the AT field, are currently meaningless in the SAVE field even though they're technically permitted there?
Ah, thanks, I misinterpreted his email. I think my proposed patch addresses the problem by changing zic.8 to say that SAVE fields should not have any suffixes.
