Dear Sir, I am sending here a patch to the southamerica zoneinfo file regarding the last brazilian decree on the subject - 4844 - from 2003-09-24 which deals with the 2003/2004 summer period. Two new zones had to be created because of different states having summer time in Brazil in this period: America/Salvador and America/Campo_Grande. Please include it in your data.
