[tz] Replacing the TZ Coordinator

My reading of the debate is that a change is being requested because of a dispute about a decision to merge a large number of time zones. Section 5 of RFC 6557 provides a resolution path in case such a dispute arises. In my opinion, it would be premature to invoke Section 4. Regards, -sm
