They even switched their clocks this spring and are an hour ahead of Baghdad." That's news to me. But I'm not even sure about the clocks in Baghdad. Shanks says that Baghdad no longer observes DST, but the IATA says it does. Perhaps Baghdad stopped observing DST and the Kurds still observe it?
