It's true that this is to some extent subjective, but I'm afraid that's the best we can do. By the way, end users should not need to deal with English-language strings like "Kiev". Instead, they should be seeing translations like "Київ", "基辅", and (my favorite) "Kænugarður". These translations are maintained by CLDR.
