Where is a two part of kazahstan and celinograd (astana) is in eastern part of it, so it always have to be +6
Currently Astana is covered by Asia/Almaty, which already says that the region was at UT +06 from 1930-06-21 until 1981-04-01. So I'm afraid that I don't see why a change to tzdata is needed (other than to commentary).
