I cannot reproduce this problem when using the latest version of the tz database (2014i). The command "zdump -V -c 2013,2016 Asia/Amman" outputs the following. Perhaps the problem was fixed in a more-recent tz release. Anyway, if these transitions are not correct for Jordan please let us know.
