Amazon has 10x the capacity of the next dozen cloud service competitors, according to Gartner. Microsoft (which Gartner says is #2) also uses a 24-hour smear, according to Google. So to some extent Google may be saying that it'll bow to the market leaders.
It's probably worth noting that ntpd now has an open implementation of leap smear.
