According to Infomédiaire web site from Morocco (infomediaire.ma), on March 9, 2012, (in French) Heure légale: Le Maroc adopte officiellement l'heure d'été

Governing Council adopted draft decree, that Morocco DST starts on the last Sunday of March (March 25, 2012) and ends on last Sunday of September (September 30, 2012) except the month of Ramadan. or (brief) http://www.worldtimezone.com/dst_news/dst_news_morocco06.html
Several things to check here: 1. The infomediarie.ma reference indicates that the change happens "chaque année"; this means it is a matter of policy for every year going forward rather than for just this year, yes? 2. The infomediarie.ma reference specifies a "fall back" time of 03H00, but no time of day is specified for the spring forward--is that time of day expected to be 2:00 a.m.? 3. For the "no DST during the month of Ramadan" exception, is it known whether a. clocks will be adjusted on the first day of Ramadan, the day before the first day, the Sunday before the first day of Ramadan, or the Sunday on or before the first day of Ramadan? b. clocks will be adjusted on the day after Ramadan or the first Sunday after Ramadan? c. the time of day when the Ramadan adjustments are made? Thanks for any light folks can shed. --ado
