Parliament of Mongolia has just changed the daylight-saving rule in February. They decided not to adopt daylight-saving time.

Thanks for letting us know; I'll include that in my next proposed patch, which I hope to publish soon since this affects time stamps at the end of next month. It's daylight-saving season again!
