TZDB's goal is to describe what people do, and legislation is often a good way to figure that out. It is obviously not the only way. However, when there is disagreement it's often a reasonable tiebreaker.
For that reason, given we have no idea what the bulk of folks will decide to use in Eastern and elsewhere in Canada, deferring to common and US practices, it would probably be best if the time zone were ascribed to the relevant authority as BC Time, like Yukon Time: don't blame the rest of us for their decisions ;^> -- Take care.
