Thank. As of release 2014e the tz database has that transition, along with Morocco's similar transition on August 2 at 02:00 local time. We also have guesses for similar transitions in 2015 through 2038; though there's little doubt these guesses will be wrong, they're better than any of the other guesses we could come up with.
