I've always heard that ISO is very protective of its copyrights, claiming that the only way it can support its activities is to charge high prices for its exclusive documents.
They don't reveal the contents of ISO 3166-2 or -3, but the list of "Alpha-2 code elements" is available on their website in English at http://www.din.de/gremien/nas/nabd/iso3166ma/codlstp1/en_listp1.html and in French at http://www.din.de/gremien/nas/nabd/iso3166ma/codlstp1/fr_lstp1.html --Jeff
