My entire point is that hypothetical "rule" is OF EQUAL STATUS to your "anything with a D must be 1:00" rule. That is a different claim.
There's no more basis for one than for the other, other than that one of them suits your agenda and the other does not. And one of them is important to avoid ambiguity (D means 1:00) and the other (1:00 has to be D) is not.
