It introduces "winter time", but it does not repeal the "Standard Time Act, 1968" at [http://www.irishstatutebook.ie/eli/1968/act/23/enacted/en/print.html]. The latter defines "standard time" as GMT + 01 h, but it does not make summer time illegal. In fact, it states that "summer time" is an allowed designation for GMT + 01 h during summer. I think that both these Acts are still valid, so that summer time implies standard time. Michael Deckers.
