Paul and I have corresponded over the last year about a list of currently used time zone abbreviations that I maintain. I'm attaching it, in case you or the readers of your mailing list might be interested in it. Some of its entries are controversial, as Paul can attest. :-)
The list grew out of a local need for a function that would convert dates and times in mail headers to seconds since the Unix epoch. I would be happy to share that code, too, if there is interest.
