The coordinates for Asia/Seoul in zone1970.tab, +3733+12658, correspond to +08:27:52. Perhaps these coordinates could be improved (presumably to Seoul City Hall?) but whatever they are, they should be consistent. By the way, for patches it's helpful to submit a patch in "git format-patch" format, either by mailing it directly (with "git send-email") or as an attachment.
