[tz] Re: Alberta's change is actually official now

Thanks for installing that. After testing it again, I found a glitch in commentary, in the change I had proposed earlier for zonenow.tab. I installed the attached to clarify it. This still will all soon change further, assuming NWT makes its change official. Not sure what, if anything, will be done by Kitikmeot, East Kootenay, etc., but let's hope they decide and announce soon as well.
