That decree says that daylight-saving time will end on midnight, February 14, 2004. I understand this to mean 24:00 on February 14, which is 00:00 on February 15. If this understanding is incorrect please let me know. I'd like to propose tz patches very soon, since it takes time for this stuff to propagate.
Changes always happen from Saturday to Sunday, at 24:00, thus summer time is to start at 2003/10/18 23:59:59 BRT -> 2003/10/19 01:00:00 BRST and end at 2004/02/14 23:59:59 BRST -> 2004/02/14 23:00:00 BRT (wow... one has to think not to get in a mess with these times :).
