Technical correction here: the above is true for the *provinces* of those names (about 780,000 and 1,450,000 respectively), but for the *cities* the top three are: San Jose 337,000 Limon 61,000 Alajuela 48,000 But this just gives more weight to the portion of the argument that says that choosing a different exemplar city from Costa Rica's time zone would bend the "largest city" guideline a bit too much to be consisidered consistent. --Ken Pizzini
