With the patches I emailed in <https://mm.icann.org/pipermail/tz/2021-September/030456.html>, the PHP project should be able to avoid the effects of the alike-since-1970 patches without our having to fork tzdb, by using something like the attached (untested) patch to PHP's timelib. However before taking such an approach, please read the comments of the bias2021a.bp file, which suggest that you'll need to adjust that file.
